Well Harvey just nailed(and is still nailing) Texas as a Cat 4. First major hurricane to hit the US since '05 and the first Category 4 since '04.

 From what I've been hearing from sites and chasers, they are saying widespread destruction already and many places are still in the eyewall right now.

After it finally weakens, it will drop 30-60 inches of rain, then possibly move back over the gulf, possibly restrengthen and hit Texas again or LA.

This will go down in the history books.

So does "hit the US" mean that it goes up through the Gulf, or do none of the hurricanes that have torn up the East Coast count because the eyes never officially made landfall?

"Major hurricane" refers to a category 3 or higher, and yeah, an actual "hit" is usually defined as the eye coming ashore.  Obviously even storms whose cores stay out to see can cause a great deal of devastation, and a "weak" hurricane or even a tropical storm is still a serious threat.

Getting close to being done with my shop, posts are in the ground, ridge beam and bracing is up and I've put up half of the rafters. I'll get the rafters done today, after which I'll only need to install the 1"x4" cross braces and buy the tin.

What sort of roof covering are you going for?  Felt, tile or slate? :)
