Title: Can't open categories in HLP Network on mobile.

As the topic title says, I'm having issues opening the categories in the HLP Network menu at the top of the page in Chrome on Android . Whenever I tap on a category (e.g. External Sites) the list pops open for a split second before closing again. Tapping on a category then scrolling without lifting seems to keep the menu open.
