It does, but it was, IMHO, quite pathetic in WC3, even more in WC4.
I'd chose Thunderbolt, Excalibur or Arrow, and for WC4 era Banshee, Bearcat, Vindicator, Avenger, Excalibur MkII or Dragon over it if I had anytime.
I even liked bombers better, though Longbow wasn't as good at dogfighting as Avenger.

Yes the Hellcat has a pretty bad reputation. Its the classic "all-in-one" ship that does nothing right.
Still the Vindicator is close to it but I would still choose a Vindicator as it is at least the "ultimate" allrounder with light guns, heavy guns, lots of missiles and torpedos!
Sure it leaks the speed, shield and all the other stuff more specialised crafts have but hell you can send it anywhere and it can do its job. Perfect for the Boarderworlds who don't have that much resources to build lots of specialised fighters.

You forgot a laser turret, it was a nice suprise when I first flown Vindicator.
It was a great ship, true jack of all trades second only to Dragon (which lacked a tail turret).
I especially liked the one Pliers installed cloaking on, it was really fun to fly.

Right forgot about that. It also had a tractor beam so it can go on rescue mission. In fact its the most usefull fighter if you don't have the resources or don't know what will happen.
