Openal32.dll

Now that I have a new computer I decided to give FSO a spin, except it gave me an error saying it couldn't find "openal32.dll". I've found several places online where I can download it, but where should I put it?

is the OAL installer not distributed with the FSO installer? if not is there some licensing reason why not?
