Glow filters aren't CSS specced styles, therefore it's just encouraging poor standards compliance to maintain support.

Well, it's a bit of an MS proprietary thing IIRC.

Exactly as Swantz said - glow filters were added to IE 4 or 5 (IIRC) by MS. Ironic, they couldn't comply with half the W3C recommendations but could invent new flashy effects.
