Heavy fighters are anti-cruiser. Are they not?

Heavy fighters can carry the most ballistic ammo, and with the strongest shields can help take out capital ship subsystems/turrets.

Aren't strike/light bombers made for that role?

Those find it easier than heavy fighters to disable stuff, they can also destroy smaller targets which fighters can't really do.
