1) Emergency braking is not permitted to the self-driving system
2) Alerts are not configured to alert the driver in that situation
3) The driver is supposed to be monitoring a diagnostic console in the center stack of the vehicle dash (forcing eyes off the road)

You're joking, but that's actually true. One part of the development process involves tuning the collision avoidance system to not be "jumpy", which would make the ride uncomfortable.
(That they still set it up in a way that leaves the car unable to avoid a collision it definitely knows is going to happen is really baffling though)

I always thought there were supposed to be two people in a car for this very reason. At least from the reports I've read, Google seems to staff their cars this way.
