Bah.  I messed up writing the sexps; it was immediately obvious once I loaded it up in the Campaign Editor.

Try downloading the missions.zip again.  I played through the training and was able to successfully advance to the next mission.

Cool. Seems whatever I did worked as a temporary fix but not the way it should, no.
