"Support ships repair hull" does not work in BP2

When I am using the flag with BP2 mod, it does not work. Using it just with BP1 or mediavps mod works well. Tried with both 3.6.12 and 2014 mediavps, the culprit seems to be BP2 mod, not mediavps version. Log and test mission attached. Subsystem repair also does not work.

Quick spot test: what happens if you open up a mission with support (say, Post Meridian or Aristeia), damage your hull below 70%, then call support?

e: fixed to actually be a mission with support
