That's the plan.  Gateway won't be finished by the time Part II takes place, but it will undoubtedly play a part in the political climate.  In fact, I intend to mention something about how Delta Serpentis corporations are overrepresented in the New Systems.

(This would lead to no little resentment in the systems that used to be close to Capella.  The Colossus was probably built in Mirfak, so I'm sure a lot of corporations had large presences there.  But with the loss of Capella, Mirfak is now about as far as you can get from the center of GVTA space.)
