downloading launcherCDRH
I keep receiving "address not found" when downloading when downloading the launcher on win 10. Tried the alternatives for windows, no luck. is this an ongoing problem, is there a fix?

The only supported launchers since 3.8.0 are wxLauncher and Knossos.
If you want to use wxLauncher, please use the latest version (0.12.0-rc.2) because there are known problems with older versions.

The download links you tried probably still point to fsmods.net which is gone. There's a backup of all the files which were stored there but I'm not sure when that's going to be available.

My apologies, it is FSO itself I cannot access. I found  fs2_open_3_8_0-builds-Win64(3).zip  but for some reasons I am blocked from opening it. I am using winrar and I have win 10, if that make any difference. So here I am, no mods shown. I have progressed, closely following instructions, as far as opening the launcher to find an empty mods page.
Any help greatly appreciated.

I'm not sure what you mean by "I am blocked from opening it". Can you explain or copy the exact error message?

The launcher only shows mods which you have downloaded. You either need to use the FSO Installer, Knossos or download & extract the mods manually before any will show up on that list.
