fs_open.ini Location

I cannot for the life of me find fs_open.ini and I'm trying to find it so I can define multiple joysticks. Where is it? It's not in my root fs open directory and I didn't find it in the appdata folder but maybe I was looking in the wrong place. Any help would be appreciated. I've googled for hours trying to find it and haven't found anything helpful.

Try AppData\Roaming\HardLightProductions\FreeSpaceOpen
Name your damn turrets and sounds! Numbers alone aren't helpful!
