I've been trying for over a month. First off, the file didnt exist on the download server, now I can't even connect to the server. Bittorents suck, and when I check, there are any seeders.

So, any suggestions on how to get the file would be appreciated

TBP staff really should update their download links, as in remove the obsolete BT links and use the downloads-subdomain instead as instructed here.

I just tested it myself and it was downloading successfully.  I suggest you take a look at the sticked instellation thread at the top.  There is a brief bit about how to get around the Base 3.2 download problems.
