mv_effects_c.vp does it replace data/effects folder?

does mv_effects_c.vp and mv_hieffects_a.vp replace all the files in the data/effects folder or should those files remain intact to keep the game from crashing?

You shouldn't need anything in the data/effects folder for Freespace to run. But it really depends on what you have installed there to figure out whether or not you want to move it or not.
