New 3.4 installer does nothing when clicked.

I have the newest version of MS installer and everything else works fine but when I downloaded this and clicke don the MSI file nothing happens.  Dos box opens for about 2 seconds then closes without error.
Windows XP SP2
2 gigs memory
GT8800

Any ideas?  I also tried to extract the MSI...nothing?

The original 3.4 installer by IPAndrews? It does seem like it's not doing anything but if you give it enough time, it will install TBP 3.4 to C:\Program Files\The Babylon Project\ along with the start menu entries.

And .msi is a Windows Installer so extracting it doesn't do anything good.
