As a piece of general advice in FRED go help->Help Topics for a general tutorial on FRED, mine is in English but I don't know if there are any translations available.

for specific advice  for directives
in your event editor near the bottom there are two boxes, directive text and directive key press.  as a beginner directives are best set up with their own event chained to the event that it relates to for example if you want the player to scan a freighter have, please see the screen shot at the bottom of this post for an example

Structural integrity
Select the ship
enter the ship editor
MISC
check the Escort box, the near by box sets the priority of the ship (how high up the escort list it is) the higher the nuymber the higher up the list

Directive can be used easily: create the event you want the directive to work with and then write the directive directly below the event list, near "Directive text".

Monitoring the structural integrity of ships is possible as long as the ships are in the so colled "escort list". In FRED, right-click on a ship, click on "Edit <ship name>", then click on Misc and mark with "Escort Ship". As you can see, it's possible to set a priority value which may be useful when you have more than 5 ships to monitor. A priority of 0 is fine in most cases you don't need to get worried about that for now.

You can also add and remove ships from the escort list dynamically with the add-remove-escort SEXP.
