Probably a dumb question...
These are always fun to ask, and answer...

Is it possible to limit how close one capship approaches another?

i.e. maintain a min/max distance to an enemy/friendly capship?

Yeah, just constrain them to flying waypoints.

Cap ships tend to be bad when left alone, the optimal solution would be the one droid is providing.
If that's not what you're after, then perhaps a sexp that triggers when the distance is < than and changes IA orders to avoid ship or something and then resets with attack orders after distance > than.

Yeah, Id liek top have the capships orbit each other at a min distance.

The second solutio, though heavier, is probably what Im looking for.

No, you won't get that behaviour with AI goals. Don't do it.
You can get that behaviour, in a precisely controllable fashion, reproducible every time you run the mission, by constraining capships to flying waypoints, arranged in whatever flight path you want them to fly. You cannot get this behaviour delegating capship control to AI, which is absolutely horrible for capital ships, as it essentially makes them behave like giant, mentally-retarded fighters.

Besides - You can't give capships "avoid ship" orders anyway (I don't think that order even exists). It won't work even if it did.
It's also needlessly complex and stupid to do that when you could just tell them to follow the ****ing waypoints, which can be set into however complex a flight path as you want (given the capship is able to physically perform the maneuvers with its turn time/radius).

wth droid, chill out.
Let him decide what to do, if the method is useless he'll figure it out soon enough.
Bullhorn note that the "option" I gave you is just an asumption that things will play out ok, it will under no circunstance yield the same results every time you play the mission though.
