I don't think you realise the amount of work required to judge.
If you want to get a handle on it try picking a released stand alone mission and then writing a VWA style review for it. You might be surprised at how long that takes you.

My english teacher once asked her class how much time we thought she should send on each essay we turned in. The consensus was 'the same amount of time we put into writing it'. So taking an estimate of 3 hours per student, time the 30 kids, the problem became apparent. Its a lot easier to make an entery for a contest than it is to judge all of them.
