ever heard of opportunity cost? this is something akin to it - the costs of NOT having a welfare system far exceed the costs of running one. The only difference is you have concrete numbers for the later and the former is all indirect costs (lost productivity, increased crime, decreased health -> increased health care costs, etc)
the vast majority of welfare recipients are on it for one short (<6 month) stint in their entire life - which shows the program is doing exactly what it was meant to do.
my wife's mother was on welfare for 3 months - after her scum-sucking first husband ran off with another woman and left her pregnant with blair and caring for blair's older sister paige. She was on it once, for 3 months. That help enabled her to stablize and get a job - she has more than paid for her 3 months in taxes from having a job*. Without that helping hand acquiring a job would be next to impossible because having a house to live, and food to eat, wouldn't have been possible.
