I'm starting to explore this scripting buisness and i wanted to know if scripting is enabled in the current general release of 3.6.10. if not, what stable builds have scripting enabled?

The scripting engine has been rewritten for 3.6.10, you're better off using the recent nightly builds or one of WMC's most recent builds in the Recent Builds forum.
