i have the foinstaller but i cant find bp in the list of mods

It's file host is down.  I recommend Knossos (which is generally better than the Installer anyway, not just because it has BP).

I think someone's working on getting the file host back up but I have no idea how long that's going to take.
In the meantime you can either install it manually or through Knossos (https://fsnebula.org/mod/blueplanetcomplete).
