Yeah, the only time you want to be creating new files is when they would make sense to create a new file (you can get a good idea for this just by looking at what how we already split code up).  Use the diff tool that comes with whatever SVN you are using; Tortise calls it "Create Patch"; I don't know what Ankh calls it because I don't use it.

Ankh lets you specify whatever tool you want. That's another reason I use it together with Tortoise SVN.

Although personally I prefer WinMerge for actual diffs over TortoiseMerge.
