Well being those look like NIGHTVISION binoculars (sp?) then it makes perfect since for him to have the daylight covers on them.
Probably checking out new toys just being cycled into service or about to be.

Why in gods name would you test NV goggles in the daylight?

Generally because that's when the techs were at work.
I'd have been pretty miffed if i had to spend 5 years on night shift when I was Army.
They kinna look like this set :

Also ... why would average binoculars have think rubber end caps ? Even $300 sets I've had only had thin plastic ones since they're sole purpose is keeping the lens' from being scratched.

Um.... what is the point of testing night vision goggles in the daylight?

It's a quick easy way to verify that they're operational. Generally we had a testing set ... basically a box about 2 foot by 2 foot with a pair of ports for the front lens' to slide into (and covers since 3rd generation NVG sets are monocualr). There's a set of viewing icons that you can test the focus and perception with in the test set. Think the eye exam at DMV or whatever they use overseas. I'd also set up an old radioactive storage room in our shop into my groups testing section so that we had a means of turning off all lights to to basic checks just looking around the room.
But when the commander or in this case President, is being toured through an area it's normally during the day time,...nighttime is too easy for something to go wrong (sniper etc).
Daylight covers are most commonly used for average troops to verify operation just when they sign out a set of NVGs or return them to their unit's armory. General User level PMCS. Kinna suck if they had to stand around all day until nightfall to be able to turn them back in or test to see which sets had become damaged and needed to be sent to the support unit for repair/maintaince.

Heh sorry man ... it's what I did for five years :D
You simply have not seen stars until you look at a clear moonless sky with a pair of AN/PVS 7-B NVGs in Alaska at midnight December 23rd (I think that was the date.... somewhere from 20-26 or so is the "longest night" there,..nearly 24hours of pure night)
Whatever you've seen in the sky before ...take the largest number you've ever seen.,...now multiply ten fold :D It's just breath taking.
Almost has cool as the Northern Lights,... my first FTX there,... the lights came out ... and looked so clear and low you would swear you could touch them with put a slight reach up.

And it's not a button on his desk, it's a series of launch codes and a transmitter sealed up in a suitcase handcuffed to a Secret Service guard.:p
If it makes it any better, those don't appear to be nightvision scopes. IR monoculars and binoculars have a little infrared light emitter on them, which is what enables you to see (which is why you can see other things than people with them, as pretty much anything not alive would be at roughly the same temperature and thus emission level), and that doesn't have it.
Could be wrong, though, I'm no technician. But every single one I've seen needs something like that.

Umm no. You're correct that they do have an IR emitter,...but it's a BACKUP device for situations such as nights witha New Moon, Storms etc. Temperature is meaningless to NVGs. You're thinking Thermal Imaging, two different devices buddy.
NVGs use ambiant light magnification to take starlight, moonlight etc and enhance it into viewable levels,...the reason the images always appear green.....they say the color green is the most visible to humans (shrug).
50 meters away a cigerette at night inside a tent looks like a torch out in the open. Kinna a "Have to see to beleive" but just a guy smoking can give enough light to allow himself and those near him to be clearly targetted by a sniper.
The IR Emitter is actually something infantry is told to avoid using ,... since ANY Nightvision devise will pick it up.... in effect a squad moving in the woods using the IR emitters on their googles ...would look like ppl with flashlights tied to their heads to anyone else with NVGs.

Something we learned in the Navy: the light from a lit cigarette can be seen from the horizon out in the inky black ocean on the night of the new moon. Out there, its nothing but the observer, the target and the cool light of the silvery stars. :D

heh bout right. Ppl thought smoking inside their tents or cupping it in their hands would help......nope,..might dim it and save the guy next to you thou ...but the poor sap smoking got spotted :D
