That's because most people in this country don't know anything about his time as governor of Texas. If they did, they wouldn't need pics like this one, they could just use THE OFFICIAL RECORD.

While it may be somewhat debatable that Bush is infact retarded, it is a certainty that he usually has absolutely no idea what he is talking about. Most of the time it's obvious that he's just reciting something that someone else has told him that he's misunderstood and so screws it up.
