I need something that can lock access to exe's at the least and entire folders at the most.
I'm sick and tired of people wiping some 180 songs from my WinAmp playlist and having to re-arrange everything from my last save.
I spent about 4 hours tinkering with various methods and place of downloads and finally set KaZaA off downloading this 200mb file at about 10kbps thinking it'd be done by the time I got up. And what do I find? It's been paused about 2 hours after I went to bed so my sister could download ****ing Blazing Squad faster.
I suppose I could use Norton AV to quarantine them, but that's a ***** to do.
Anyway, if you know of anything that'll lock access and pop-up a password request when specific files are accessed, posty posty.

Switch your filesystem to NTFS. That's already got user rights management built in.
If you're not running Win2k or XPPro, though, you won't be able to do that.

I would change it to NTFS but I'd get *****ed at day and night about "Urgh. FlipPLAY doesn't work." "I can't install these programs coz of this virus warning. What's the password to shut it down."
The dumb-***** even closed down the firewall because she thought it'd make her ****ty-ass pop-fag song download faster. And this is all because I was forced to tell them the damn password under threat of being thrown out. Dip****s. Anyway, JUSTICE!
The AEL works fine.

You can configure permissions so that other people can install programs and shutdown the machine but NOT have access to your files, etc.

Yeah, I know, but the dumb ****s care barely work a V-Tech. Windows 98 poses some serious mental challenge to them and when I tried to force them to use Linux they formatted the hard-drive (I still don't know how they managed that).

there's a freeware program called "Magic Folders" (i think that's the name) that you can configure i believe to either completely hide the folder/file you don't want people to access, or when you try to open/change it it pops a password box up. try it.

I had Magic Folders a while back. It's pretty effective.

First off, if its your computer, you can rightfully say "**** off, i payed for this." Secondly I can talk to one of my over-paranoid friends and he can hook you up with pretty much anything you want.
