Title: Sexp: cap-waypoint-speed

As most of you should know the cap-waypoint-speed sexp only lets you lower a ship's speed below its maximum specified in its TBL entry. Could it be altered to allow the ship to increase its speed past this specified maximum? As far as I can see it would maintain backwards compatibility.

I have suggested that, God only knows how many times. ;)
But I had suggested different sexp for it though.

This event increases a ship's speed to what is set in the event, even if it is more than max speed set in the tables.
