Title: VP Builder?

I once saw a program that allows you to build VP files and I can't find it anymore, could someone direct me to it?:confused:

Kazan released one a few weeks back. I think it was on one of the threads in the SCP forum. There is a vp builder in his alliance productions suite but it may be older than the version on that thread.
