Double-click on the layer in the layer-selection window and add an Outer Glow.

Pfffwhat plug? You don't need a plug for glowing. At least I know i don't. :D

I think the color thing is how they try to express their individuality.

Or just use the drop-shadow effect for "glowing text" it works fine.
