I'm thinking he means something on the lines of Privateer and I-War2, with their dynamic, relatively unscripted civvie traffic.

To be honest, while it would be cool and all, this would really only be effective if there were some sort of "free-flight" mode like in the aforementioned games.  But Freespace just isn't built for such a semi-persistent, dynamic universe.

And like they say, if it's only for one or two missions, why not just script your own traffic in?  It's time consuming, but not hard.

Indeed, a few choice waypoints and a few sexps, as well as some wide-beam chatter.......bingo! :)

I have that in a Police Action mission, with some civie traffic around a station.
