Regular for both until you learn how to use the outliner AND the cel shader together. ;)

white outline looks bad. and isn't the point of cell shading to make renders look like a celluloid ( that will never use white outlines )? :p

Tighten up your outliner. You're losing and regaining scratch lines where you shouldn't be (ie, the back edge of the eye tubes). Otherwise it looks decent.
