Title: Scrolling in Command briefing

I would find it necessary if a Command Briefing monologue is too long. Perhaps I am the only FSer, who is playing on 640x480, and I found some of even my CBs too long, and the text disappeared.

This has been implemented in FSO for awhile now :)
