some one in ICQ things thay i am japananese teacher so i ask how i can stop that what he does all ways when i delete him he comes back in next day and i am tired on that his user name is mattie :mad: :mad: :mad:

You should be able to set the ICQ client so that it only takes messages from people on your list, or at least that's how it works on Miranda ICQ.

Adding them to your "Invisible" list makes it appear to tham that your never online so that may be an option too, especially if they keep adding themselves (another reason to enable permission based contact list addition) to your list.

Really, check Security & Privacy settings in your ICQ client.
