Title: TV cards

I need a quick overview of a TV+FM card. Is it a must have if you've already got TV-out and video-in?

Just that I could cheaply get a good one (with remote control) for the theater system I'm building.

I don't know about TV+FM but I've got an ATI TV Wonder VE and it does the job.  If you're building a Theatre system it would probably be better to get an HD-TV and connect it to your S-Video or DVI port on your video card.

Can HD-TV's run at 1024x768? or some resolution similar?
