Where can I get that program like ModView but has more POF Changing stuff.

Then click on the Alliance Productions Freespace 2 Kit, and in it you'll find POF Constructor Suite  (http://dynamic.gamespy.com/~freespace/ubb/noncgi/smile.gif)
