but how to use it?! only what it does is opens and closes ( i have win XP )

Might be DOS prog. In that case, Start --> Run --> cmd for a DOS prompt.

Open up the blasted thing... under Conversion select COB to POF, and locate and select the cob file you want to convert. That loads the pof into PCS... so all you hvae to do is File-->Save POF and select a location to save it at, and wa-la.
