I have Win 2000, and didn't have SAPI 5.1 already installed. So I went digging...
I found this page (http://xtras.timehouse.fi/sapidoc.asp?con=6):
"Unfortunately Microsoft does not provide any ready installation executable for SAPI5. Therefore we have created an installation program with InstallShield for Windows Installer (version 1.52). This installation program is a single executable (Sapi51AndMSTts51eng.exe (http://xtras.timehouse.fi/download.asp?target=Sapi51AndMSTts51eng.exe)) that installs SAPI5 system files, SAPI5 speech control panel and Microsoft Text to Speech Engine English. You are free to use this installation program."
Apparently Win95 isn't supported, but I imagine not many really use it anymore, right?
Though it's still a 9.7Mb file, it's an improvement over downloading the whole SDK.
For more voices I already knew a source, from a time when I tried a text-to-speech program:

if there could be a way to explain why everyone's become robots.
but yeah, it's an alternative at least. it's always been hard to find voice actors.

And as for win95, the SCP wont work with it anyway

Not supporting Win95 is not a bad thing. Dropping that support is ok.

It doesn't work for me. I have the Speech SDK installed and speech works okay in the launcher, but i don't get speech anywhere in the game.

You might have the wrong .exe, at least that's what happened with me... I had a file named "fs2_open_r.exe" already, so I didn't bother downloading the one linked to in that first thread, but when I did try with that, it worked. I'm sure that if it works in the launcher, it'll work with that exe.
