In the “request”, the State Department claims that the presence of bearded crew staff not merely got the passengers onboard scared, but also “confuse” the immigration and airport staff.

Is there a modifier for the size of the beard? Say, does a goatee instill as much terror on the passengers as a full beard, for example?

no, only about 2 or 3 out of 9 on the Binladen scale, as far as I know. Minor effects, little repercussions.

From personal experience, the Arabic nationalities usually have the short but scruffy beards, not the huge Santa ones you see on their leaders. No goatees, and close-trimmed near-stubble (like me) is a rarity among them too.

well this article was written over two years ago, basically right after 9/11. so fears of another attack were rather high at the time. i can't tell you wether its true or not since i'm not a state dept official

Although.... on the balance of thinks, wouldn't the Devil be more likely to have a goatee than a full beard. And given that Santa has a big white beard, wouldn;t that tip the balance of beardom towards good.......
