Appears they are actually doing something with the manned space program again: http://www.space.com/businesstechnology/technology/moonbase_next_040303-1.html
I sincerely hope this goes somewhere....

We really should finish some kind of orbital launch facility.  it costs way too much now.

finish? God already put one of there for us dude :P Just stick a launch silo on the moon and bam.

I thought that was the plan, build a base on the moon, then fire off in a manned mission to mars?

oooh, a moon launch facility, how facinating! So, instead of launching  directly from earth, we'd send from earth to moon, then moon to space? how cool :p
