They've had fairly poor luck since the Franco-Prussian War. Quite possibly because for a while there they had a notoriously unstable government, changing a rather large amount of times in a very small time period. I'm not referring to the period surrounding the French Revolution, but a period after when there was rapidly changing coalition governments.

Apparently, during WW2 Churchill offered to merge the countries of France and Britain in order to try and stop the French government surrendering to the Germans. He was, obviously, turned down.

They had a fairly unstable government from the 1871-1914 (between the Franco-Prussian War and WWI) and then from 1918-1940 they went through something like 50 governments, I believe.
How the hell do you run a country like that?

But they deliberated themselves on their own in World War II. Who needs a government? ;)
