Title: Shivans Demand Equal Wages

I don't know much about modding, but since all Shivan fighters and bombers are fully-textured craft with their own loadout specs and primary/secondary capacities--just like any other ship--then isn't it possible for the player to fly any Shivan craft, so long as a "player-flyable" flag is set for the mission?  If this is the case, then why aren't Shivan ships more frequently-used in user-made missions, or available in the FSCZ?

No one wants to make all the ANIs and Shivan primaries are terrible, so few missions and mods have Shivan ships. But there are some that exist. Look through the VW Archives for "DreadFul Shivans 2" for some fully flyable Shivans (albeit with Terran loadout ANIs).

Shivans are completely useless in FS2, 'cept you install my stuff :)

If you know how do to it, you can make a mod that makes all the shivan ship flyable in a couple hours.
And for the ship anims, well, you can just use the usual 1-frame static ship anims; The weapons can easily be changed to do damage equal to GTVA ones in 10 seconds.

Here, have some Shivan ship selection icons (http://www.3dap.com/hlp/hosted/scroll/misc/shivanicons.zip).  To make the loadout overheads, use my interface art tutorial in the Resources section of the main HLP site (http://dynamic4.gamespy.com/~freespace/hlp/).

Dreadful Shivans iswhat you'll be after, as Woolie says. Has a lot of the relevant loadout stuff, and with lightsppeds new weapons, you could probably get some interesting stuff happening. Alternately you could go bug the boys at Hidden Terror (www.sectorgame.com/hiddenterror).

Yeah..their weapon sucked big time...that's why I edited them..a lot.. now they do LOTS of damage...especially the ones on bombers..

because the shivans are too powerful... the rest is probably too classified to be told in public... I'll ask Kasperl if it is... (when he gets back)
