Where do I get it from? The wiki has links to his pilot editing tool but not to this one.

BTW can the program only edit/merge vps or can it build completely new ones/update existing ones.

HLP resources

And it can build new VPs, you just have to add a directory, rather than files and directories. You can add files one at a time, but not directories (Never got around to implementing that)

I had a look and I can't find it. Saw CSG edit but I couldn't see the VP program.

Im still confused how to make vps. do u just rename a folder .vp

Hardly.  VP's are compressed files, though the compression isn't extensive, that have to be created through a VP builder of some kind.
