Title: Something I've always wondered about phone bills.

When you make a call, long or short distance, does it show up on the recieving end? And does it charge the recieving end?

So if long-lost pal Joe calls me from Japan, telling about how he just scored big with his USB powered destructo teddy bears, will I recieve a bill saying that he called me, and will I receieve a charge?

He gets charged.
Whoever initiates the call.

the guy who makes the call, pays for the call.

Yeah, with the exceptions of collect calls and cell phones, only the dialing party gets billed.
