Virginia is one of only 7 states, however, that mandate the reporting of deaths of all “products of conception” regardless of gestational age.
If this law passes any sexually active woman should take her used tampons or sanitary towels to the police building and say I don't know if I was pregnant this month but just in case I brought the evidence.
Lets see how long the law lasts after that happens :D

It's not something that should be forgotten so easily. While not a problem at the national level any state represented by someone this stupid really needs to consider a vote of no confidence. While this might not be worthy of national attention this definately shouldn't be forgotten or next he'll be insisting on a special branch of the police being created to check on the cleanliness of everyones underwear.

Hello:
I am Delegate Cosgrove and I wish to respond to the allegations that have been made by those who have emailed and called my office. The intent of House Bill 1677 is to require the notification of authorities of a delivery of a baby that is dead and the mother has not been attended by a medical professional. This bill was requested by the Chesapeake Police Department in its legislative package due to instances of full term babies who were abandoned shortly after birth. These poor children died horrible deaths and all that the person responsible could be charged with is the improper disposal of a human body.
The requirement for twelve hours comes from the method that a coroner would use to determine if the child had been born alive or dead. After twelve hours, it becomes next to impossible to determine if the child was alive due to decomposition gasses that build up in the body.
My bill in no way intends that a woman who suffers a miscarriage should be charged for not notifying authorities. The bill in no way mentions miscarriages, only deliveries. After discussing the bill again with our legislative services lawyers, I will include language that will define the bill to apply only to those babies that are abandoned as stated above.
I would never inflict this type of emotional torture on a woman who has suffered such a traumatic event as a miscarriage, and I am confident that the General Assembly of Virginia would also not pass such a terrible imposition on a woman.
I hope that you will understand the original intent of this bill. This bill has nothing to do with abortion, contraception and especially miscarriages. If you were alarmed by this bill or by the websites, I am sorry. I hope that this will explain the concept and intent of this bill.

Found that further down the page, though the poster said tha she had copied and pasted from a person on another site who had received it. It's probably genuine though - sounds lawmakery.

Okay, that's just plain dumb. A miscarriage is a traumatic event for a pregnant woman why make it worse by carting her off to jail for something she didn't have any control over.
I'm sure he means well and intends a different target with this legislation, but this is what happens when you have a building full of politcians, not public servants.

From what I understand, he really meant that women who's children are born (actually delivered, in a state of healthy being), and who do not notify authorities, would be charged.

As for this bill, it is FUBAR. It needs clerification. Unfortunatly, Va. Representative Goverment doesn't have the best track record as far as using unambigous language.

many of you may recal that dean is one of the more... pasionate democrats, the arch rivals of the republicans and as such its quite posable that the article displayed on this site is misleading.

Frankly, I'm from Virginia, and I find this somewhat...difficult to believe. I admit I haven't kept close tabs on them since I moved a few years back, but they weren't this screwed up then, and it's difficult to fathom how they went to hell so fast...
