You just have to get close to something and hold it in your target view for a bit. It's automatic if an objects cargo is unknown.

I've had some trouble scanning ships in Raider Wars... sometimes, I'd be heading towards a ship I have to scan at a fairly high speed, and I have to turn away from it to avoid crashing into it before the scan is complete. But after I look back at the ship, the scan neither continues nor starts all over...

I got around that problem by targeting a different subsystem of the ship, which starts the scan all over.

I think it is 200 meters and 5 seconds. it has varied in the main campaign though, so i don't know for sure what the default is.

It depends on the ship type.
