And the only reason the cops want to go down there at all is because other people might go down there to watch the, err, garden gnomes?

I don't think the Welsh summon evil sea demons that often.  At least not on weekdays.

Maybe I'm missing something, but who the hell is making underwater gnome gardens, and why are divers so driven to find them that they're killing themselves?

I once went diving off the coast of Finland to check out a really old shipwreck. Mind you, this wasn't no cool ship wreck. And visibility was puke green at 20cm from your glasses. Dark and cold. All you got was your diving computer and coordinates. Took us about 30 mins to find the site and we stayed there for about 10. All it was was a few wooden beams partially submerged by the silty bottom. Dunno why, but it was really cool. So I guess I can understand why divers would go in search of a gnome garden. To be honest I even thought "heh, cool." Like a lost treasure or something. But I'm not that stupid to go by myself.

exactly how do you grow mary jane underwater?  and yes i realize that 50m is very deep, but the average scuba diver can go a bit deeper than that with sufficient time and breathing mixture.

You watch out for those gnomes. One minute you're diving, looking at their garden, and then they reach up and drag you to the bottom, and then hold you there until you drown.
