I have been playing with the weapons from Lightspeed’s weapon dump when I noticed they did not fire as fast on turrets as they did from the fighters. Through a search I found out that the slow fire rate was linked to the AI assigned to the turret. So I am curious exactly what is the minimum $Fire Wait for each of the AI settings?

IIRC, if you're playing on hardest difficulty level and the best AI possible, the fire wait is the same as mounted on the fighter.
You can use the "same turret cooldown" flag to make turrets fire the weapon as fast as specified with the $Fire wait: field, regardless of difficulty.

This doesn't seem to be the same as with bomber turrets - no matter what the difficulty they seem to have their fire rate capped. Try putting a Prometheus on a Banshee turret for example, and it fires about 1/4 as fast as it should.
