You know how the Freespace 2 Reference Guide is a
Compiled HTML File?

I was wondering how you create files such as this.  

Maybe someone could tell me what I need to get to make such a file.

No. He's refering to the FS2 Reference Guide that was up on VolitionWatch. The one with the node map and the checklist of things you need to do when making a mission. (Check the downloads section of my FAQ if you're still unsure).
