Can a game server be hosted through a web host service?  

If this is a stupid question in which the answer is no, then please lock or delete it.

yes, if the server software is unix based and you have SSH access to your remote server

The answer the judges were looking for was: "Yes, if the hosting provider lets you." OS and access considerations don't come into it as a deciding factor.

But is there any other way if it doesn't have SSH (assuming the host allows game servers)?

Yes. It depends on what the server is running. I suggest contacting the hosting provider for support.
