According to an inquiry into the school massacre in Russia last year, the repsonsibilty lays at Government : 0% School : 100%

Was Hutton involved in this report too? Maybe the British Government loaned him out to the Russkies. :rolleyes:

I wouldn't say the gov't is deflecting all the blame. In any case, I wasn't aware that primary schools were supposed to have a security policy. I mean, they just schools. And I imagine that, whetever you may say about the Chechens, they can outsmart a 10-year old pretty easily.

But, but, only 27% of the hostages died!  It must have been a success........

 (I think this was a conclusion in the other report - that 73% of hostages surviving qualified it as a success. )

Blames regional authorities for not following orders by the Interior ministry.  IIRC Putin has suspended direct elections of regional representatives/councils......
