...should the breifings in fs2 be spoken? i got the german game of the year edition and unlike in fs1 i have no speech, only the chapter-introductions are spokeb

The german version has no voice in the briefings, period.

Since they don't exist, you can't download them. You could rip the english voice files from an english CD, but then you could just install one of the english ISOs that can be found around here.
